We are seeking a highly effective and solution-focused people leader to support DTSSAB Early Years and Child Care staff and collaborate with child care and early learning programs across the District of Timiskaming to strengthen service quality, accountability and continuous improvement.

 

About the DTSSAB’s Early Years and Child Care (EYCC) Program and the EYCC Supervisor role 

The District of Timiskaming Social Services Administration Board (DTSSAB) is the Service System Manager for licensed child care, home child care, EarlyON Child and Family Centres, special needs resourcing, as well as before and after-school programing across the District. DTSSAB’s core responsibilities are to: assess eligibility and provide child care fee subsidies to qualifying families; manage funding for licensed child care operators, including wage enhancements for Early Childhood Educators and the Canada-Wide Early Learning and Child Care (CWELCC) system designed to lower daily child care fees; directly manage inclusion support programs to ensure children with special needs have the best support to fully and inclusively participate in early years programs; oversee EarlyON funding and programming; ensure licensed operators maintain compliance with provincial standards and uphold high-quality learning environments. 

Reporting to the Program Manager, the Early Years and Child Care Supervisor is responsible for the operational guidance of all Early Years and Child Care Team functions relating to quality assurance, fee subsidy, inclusion support, and system coordination. The Supervisor is responsible for staff supervision, manages employee performance, provides operational program oversight, and implements system improvement initiatives to support consistent, high-quality service delivery aligned with legislative requirements, Ministry direction, contractual obligations of early years and child care providers, and DTSSAB EYCC priorities.

 

The EYCC Supervisor applies their knowledge, expertise with early years and child care systems, and developed leadership competencies to provide effective leadership to Early Years and Child Care staff in their day-to-day responsibilities. The Supervisor establishes team goals and priorities; supports staff in accomplishing program objectives; monitors performance, outcomes, and service quality; guides the implementation of policies, best practices, and continuous improvement initiatives; analyses program and system components; makes recommendations and offers advice to the Early Years and Child Care Program Manager to support broader program planning, operational progress, and decision-making that supports the DTSSAB’s 2026-2030 EYCC System strategic plan.  

Early Years Child Care Supervisor – Key responsibilities  

·   Coach, mentor and guide program staff while fostering collaboration, innovation, service excellence, and accountability.

·   Lead and support Inclusion Support Workers in complex case consultations, special needs program development activities, and continuous improvement.

·   Oversee the implementation of approved projects and initiatives by providing direction and support to staff responsible for system coordination.

·   Provide operational responses and liaison support regarding program delivery and service inquiries.

·   Liaise with service providers, Ministry representatives, and community partners regarding initiatives, reporting requirements, and service delivery matters.

·   Providing leadership support to child care and early years providers.

·   Engage and collaborate with community stakeholders and partners and participate in community planning tables.

·   Conduct operational reviews and compliance monitoring with providers, EarlyON Child and Family Centres and other contracted service providers to ensure that legislative, contractual, and quality expectations are met, also ensuring accurate and timely provider reporting.

·   Review program data, utilization trends, service outcomes, and operational practices to identify risks, service gaps, and improvement opportunities.

·   Develop business cases for recommendations and prepare reports and briefing materials to support management decision-making and strategic planning.

·   Support DTSSAB-led district service system planning through analysis of service trends, participation data, community needs and operational pressure reviews.

·   Evaluate internal department practices to support continuous improvements intended to strengthen service quality, consistency, efficiency, and accountability across EYCC program and contribute to district planning processes, policy development, and improvement initiatives.

 

Qualifications: 

·   Bilingual fluency in French and English (written and spoken) is essential.

·   Registration as an Early Childhood Educator (RECE) in good standing with the College of Early Childhood Educators is required.  Additional post-secondary education in leadership management, child care Administration, Education, Business Administration, or a related program is a highly desirable asset.

·   Up to three (3) years of progressive supervisory experience, preferably within early years, child care, social service or a human services environment.

·   Deep understanding of Ontario’s early years and child care service system, including relevant legislation, Ministry guidelines, service agreements, and accountability frameworks. Working knowledge of the Child Care Early Years Act, ELECT, and How Does Learning Happen and pedagogy is needed.

·   Demonstrated leadership abilities with proven success in coaching, actively mentoring and supporting front line staff, while cultivating a positive team culture.

·   Ability to apply clear analytical thinking and problem-solving frameworks when navigating regulatory changes or unexpected shifts or emergency situations.

·   Experience leading operational reviews, quality improvement initiatives, and organizational change processes as well as implementing approved strategies.

·   Developed analytical, conceptual and critical thinking skills to interpret service data, identify gaps and opportunities, and develop practical recommendations.

·   Sound judgment and strategic thinking skills, problem-solving, as well as planning abilities that reflect a high degree of accountability and decision-making.

·   Excellent relationship-building, successful negotiation and conflict resolution abilities as well as ability to tailor communication to various audiences.

·   Proven consultation and collaborative partnering skills for working with staff and building strong, multi-disciplinary coalitions with external stakeholders.

·   Demonstrated sound judgement, professionalism, discretion, and accountability when managing sensitive and complex matters and representing the DTSSAB.

·   Tactful and inclusive verbal communication skills, empathetic, high emotional intelligence; advanced written, presentation, and report writing skills.

·   Superior organizational and time management skills andstrong technical proficiency and ability to develop knowledge of relevant applications and systems.

·   Valid driver’s licence and willingness to travel regularly throughout the District.
